Columbia County Law & Justice Center Study

CPS conducted a space needs and programming study covering all Columbia County departments, with particular emphasis on the Sheriff’s Office and Jail, Emergency Management, the 911 Call Center, and the Prosecutor’s Office.

What we did

Columbia County occupies the southeastern corner of Washington State, set among the rolling hills of the Palouse and the Snake River, with a population of just under 4,000 and Dayton as its county seat. The county retained the Center for Public Safety to undertake a space needs and programming study covering all county departments, with particular emphasis on the Sheriff’s Office and Jail, Emergency Management, the 911 Call Center, and the Prosecutor’s Office. The engagement reflects CPS’s capability to program public safety functions within the broader context of a full county government facility portfolio, addressing the distinct operational and adjacency requirements of detention, emergency communications, emergency management, and prosecutorial functions alongside general county administration. Working at the scale of a small rural county, CPS calibrated program requirements to a modest population base while still meeting contemporary operational standards for each function.
