Stockton Reeves
Executive Director · Principal-in-Charge
Stockton Reeves leads the firm and serves as principal-in-charge and project executive on its engagements, with thirty-six years in public safety planning, research, staffing, and space planning. He has conducted space needs and staffing studies, site selection studies, and estimates of probable cost for public safety facilities in every region of the country. He also guides clients through the funding side, identifying local, state, and federal opportunities and supporting bond, tax, and referendum campaigns.
His particular strength is the earliest stage of a project, when an agency knows something is wrong but has not yet defined what it needs. He maintains direct oversight of quality control on every engagement and is the client’s primary point of contact throughout.

Paul O’Connell
Organizational Development & Police Operations
Paul O’Connell brings more than four decades of law enforcement leadership to the firm’s organizational and operational work. His career began with the Pompano Beach Police Department, where he served twenty-one years from patrol officer to detective sergeant, followed by twelve years with the Broward Sheriff’s Office commanding the Organized Criminal Activities Section and serving as District Chief of Police for a contract city.
He later served as Chief of Police for the City of Wilton Manors, where he completed a comprehensive departmental reorganization within six months and received the State of Florida Anti-Defamation League Excellence in Law Enforcement Award. He has since served as Public Safety Advisor to the City of Parkland, overseeing its two largest service contracts, and operates his own consulting practice. His work with us centers on organizational structure, command relationships, labor relations, and performance-based management, and on the practical question of whether a recommendation will actually work inside a real department.

Bill Barrett
Grant Acquisition & Funding Strategy
Bill Barrett heads the firm’s grants and funding practice. He is an experienced lobbyist, outside funding specialist, and grant writer with a detailed working knowledge of appropriations and grant processes at both the state and federal level, and a long record of securing public safety funding for local government clients.
He has been founder and president of a statewide government relations firm since 2006, representing local government entities, private corporations, and not-for-profit organizations, and previously led a similar practice as chief executive. His career began in the state legislature, and the relationships built over nearly three decades are a substantial part of what he brings to a client’s funding strategy.

Thomas J. Weber
Justice System Administration
Thomas Weber leads the firm’s corrections staffing and compensation work, bringing more than forty years in corrections and justice administration. He is Executive Director of Just US Service Group, a nationwide consulting practice specializing in justice system planning and operational improvement, and has served as a technical assistance provider through the Bureau of Justice Assistance and the National Institute of Corrections. Within our practice his work is confined to staffing analysis and compensation studies for corrections agencies.
Before consulting, he spent thirteen years as a probation and parole agent and then seven years as a Justice System Administrator, responsible for the design and management of community corrections and justice programs and supervising jail population management and alternative sentencing strategy in direct collaboration with the sheriff and the courts. That background is why his recommendations tend to be operable: he has been on the receiving end of consultant reports and knows which ones a sheriff can actually implement.

Specialists engaged as the work requires.
The core team is supported by additional specialists brought in for specific components of a scope, among them financial modeling, organizational development, recruitment planning, intergovernmental coordination, and public engagement. Clients are told at the outset who will be doing which part of the work, and that does not change without a conversation.
On facility projects that continue into design, we work alongside Architects Design Group of Winter Park, Florida. On others we serve as owner’s representative opposite a design team the client has selected independently.
