What we do
Services built for the way public safety problems actually arrive.
Rarely as a single tidy question. A department needs more people, but the building cannot hold them; the building needs replacing, but there is no funding source; the funding source requires a referendum, which requires a defensible number.
Staffing & Deployment Studies
How many people the agency needs, where they are needed, and when.
Compensation & Benefits Studies
What the market pays, where the agency sits against it, and what closing the gap costs.
Space Needs & Facility Planning
What the agency needs to be housed in, room by room, and what it will cost to build.
Feasibility & Transition Studies
Whether to form, consolidate, contract, or in-source, answered with real numbers.
Owner’s Representative
Someone on the owner’s side of the table from concept through occupancy.
Grants & Funding Services
Identifying and pursuing the federal, state, and local money that pays for it.
Professional education
Public Safety Facilities Planning Seminar
A working session for chiefs, administrators, and elected officials on how facility projects get planned, funded, and built.
Adjacent capabilities
Work that does not fit a category.
A number of our engagements sit alongside the principal service lines. We are frequently retained for these on their own as well as within a larger scope.
- Technology needs assessment. Evaluation of communications, records management, computer-aided dispatch, in-car and body-worn systems, and evidence management, with procurement planning and lifecycle cost.
- Hiring and retention planning. Recruitment pipeline analysis, separation and exit data review, and targeted retention strategy including non-monetary measures.
- Organizational development. Structure, command relationships, span of control, performance evaluation frameworks, and policy and procedure development.
- Referendum and public awareness support. Communication strategy and presentation materials for bond, tax, and voter referendum questions.
- Site selection. Evaluation and comparison of candidate sites against operational response, security, expansion, and cost criteria.
- Corrections staffing and compensation. Staffing analysis and compensation studies for jails, detention facilities, and sheriff’s corrections divisions. We do not undertake facility programming, population management, or sentencing policy work in the corrections setting.
Start the conversation
Tell us what your agency is facing.
Whether you are preparing a budget request, responding to a growth pressure, or standing at the beginning of a facility project, a short conversation is usually enough to tell you whether a study is the right next step, and what it would involve.
