Parkland Public Safety Transition
CPS team experience covering Parkland’s 2004 transition from a municipal public safety department to contracted Broward Sheriff’s Office services, including implementation of the new service model and creation of a district code enforcement unit.
The engagement
What we did
This engagement reflects direct CPS team leadership experience in one of the more demanding forms of public safety reorganization: the 2004 transition of Parkland from a municipal public safety department to a contracted service model delivered by the Broward Sheriff’s Office. Leadership responsibilities spanned implementation of the new service delivery model while maintaining continuity of operations and preserving community trust through a significant organizational change. The work required addressing community questions about service changes, integrating existing personnel into county systems, developing new operational protocols, and establishing performance metrics to assure service quality. New programs were created for the district, including a Code Enforcement Unit conducting inspections, code compliance, and special master prosecutions on behalf of the City, and a district service philosophy emphasizing continued community connection. The role also served as lead liaison for daily interaction between the City Manager and the Sheriff’s Office, bridging municipal expectations and county service delivery and maintaining consistent engagement with community leaders throughout the transition.
