Sunny Isles Beach Police Staffing Study

CPS completed a staffing study for Sunny Isles Beach’s police department during a period of leadership transition and organizational restructuring, aligning personnel with a community whose future growth will be vertical rather than horizontal.

What we did

Sunny Isles Beach is a densely populated coastal community in Miami-Dade County, geographically constrained by neighboring cities to the north, west, and south and the Atlantic Ocean to the east, meaning future growth would come through vertical infill redevelopment rather than horizontal expansion. The Center for Public Safety was engaged to evaluate staffing needs in the context of leadership changes and shifting departmental priorities. The project examined a revamped organizational chart and roster to align personnel with current and future community needs, drawing on detailed analysis of workload data, calls for service, response times, and related metrics to build evidence-based staffing models. CPS worked in direct collaboration with a management consultant and former police chief, combining data-driven methodology with firsthand operational insight. Responsibilities included joint interviews with command staff and key stakeholders, collaborative analysis of organizational structures, and development of consensus recommendations. The team translated statistical findings into actionable staffing recommendations addressing both immediate operational needs and long-term strategic goals, and jointly presented findings to city leadership.
