Flagler County Sheriff’s Operations & Administration Center
CPS delivered a spatial needs assessment for a new Flagler County Sheriff’s Office facility, programming the consolidation of four operations onto a single county-owned Palm Coast site with projections to 2040 and costed design options.
The engagement
What we did
Flagler County, a rapidly expanding coastal county on Florida’s east coast, retained the Center for Public Safety to conduct a comprehensive Spatial Needs Assessment qualifying and quantifying the current and future needs of its Sheriff’s Office. At the time of the study, Sheriff’s Office functions were distributed across multiple renovated county spaces, and the agency also provided law enforcement services for municipalities within the county, effectively adding the equivalent of a municipal law enforcement facility to the program. The study aimed to conserve tax dollars, provide efficient workspace, accommodate future growth, and support quality service delivery for residents and visitors. CPS programmed the consolidation of four facilities onto a county-owned site in Palm Coast: the Sheriff’s administration and operations facility, a county information technology office, a real time crime center, and a Sheriff’s Office District II facility, with the IT department serving the Sheriff’s Office, the county, and the municipalities of Palm Coast and Flagler Beach. Spatial needs were projected across two decades to 2040, with growth anticipated in patrol, investigations, community outreach, and IT. Total space needs and probable development costs were developed across three options.
