Covington Police & Court Facility Study
CPS examined police and court space needs for Covington and evaluated five downtown-area sites using a selection matrix of more than twenty grading criteria, giving decision makers an objective ranking of options.
The engagement
What we did
Covington, in Tipton County, Tennessee, is known as the "Hub of West Tennessee," a community blending modern amenities with a heritage dating to the early nineteenth century. The city’s police department and municipal court occupied a building with an unusually layered history, having served successively as a private residence, a city hall, a fire station, a joint fire and police facility, and finally a joint police and municipal court facility. The city retained the Center for Public Safety to examine police and court space needs and to evaluate five different sites in and around the downtown core. For the site evaluation, CPS applied a site selection matrix incorporating more than twenty distinct grading criteria, giving decision makers an objective, transparent means of ranking the candidate sites from highest to lowest preference rather than relying on impression or advocacy. The final document provides the city with a study that enables its decision makers to plan a future public safety and courts complex with both a defined program and a defensible site ranking behind it.
